Clause 5.3: Organization roles, responsibilities and authorities
Top management must make sure that the responsibilities and authorities for the records roles are assigned and communicated.
What clause 5.3 asks
Top management must make sure that the responsibilities and authorities for the records roles are assigned and communicated. It also has to appoint a records operational representative with a defined role, responsibility and authority. The representative is the person who coordinates the system day to day; the clause does not require a second top-management deputy. What matters is that every role that creates, captures, controls, protects or disposes of records knows what it may decide and who it escalates to.
Every role that creates, captures, controls, protects or disposes of records needs to know what it may decide and when it escalates. The operational representative coordinates the system day to day.
Reading it in practice
The operational representative is not a figurehead. The role needs the authority to stop a disposal, question a system change and require a capture rule. The other roles need to know which decisions they own. A responsibility matrix that names everyone and authorizes no one is a common finding.
The third edition is at stage 50.00 and its clause text is not public. No public draft wording. The 2019 edition replaced the 2011 management representative structure with an operational representative who has a defined role, responsibility and authority.
Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.
Evidence for clause 5.3
Expect role descriptions, an appointment with authority, and evidence that staff know their duties. The auditor may ask a records creator what they do with a draft and who can approve deletion.
- Roles Role descriptions or position statements covering records duties and decision rights
- Roles Appointment letter or terms of reference for the records operational representative
- Roles Communication showing staff know their records responsibilities
Where clause 5.3 commonly fails
- A named representative with no authority to stop a disposal or change a system
- Records duties spread across job descriptions that no one has read
What to do about clause 5.3 before the revision
Map the decision rights for capture, access, retention and disposal. Appoint the operational representative in writing. Brief the creators on the two decisions they make every day.
