Clause 5.1: Leadership and commitment
Top management has to show leadership and commitment, not merely approve a policy.
What clause 5.1 asks
Top management has to show leadership and commitment, not merely approve a policy. That means taking accountability for the effectiveness of the records system, making sure the policy and objectives fit the organization's direction, integrating records requirements into business processes, providing the resources, communicating why the system matters, checking that it produces the intended results, promoting improvement and supporting the people who run it. The evidence is in decisions and resources, not in a signed statement alone.
Leadership is proved by decisions and resources, not by a signature. The clause asks top management to take accountability, integrate records into business processes, provide resources, communicate the importance and check results.
Reading it in practice
Leadership evidence is usually found in three places: a decision that funded something, a decision that changed a priority and a communication that explained why. A signature on a policy is the weakest of the three. If the records system has no executive sponsor, the first budget cut will settle the question of how much the organization values it.
The third edition is at stage 50.00 and its clause text is not public. No public draft wording is available. Leadership and commitment is a fixed part of the harmonized structure, so the duty is very likely to remain, but the draft text is not asserted here.
Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.
Evidence for clause 5.1
The auditor will look for a named executive owner, a budget line, an agenda item and a decision that changed something. A policy signature alone is weak evidence.
- Leadership Executive meeting minutes where records decisions were taken and resourced
- Leadership Delegations and budget lines that fund the records system
- Leadership Communications from top management tying records to business outcomes
Where clause 5.1 commonly fails
- A signed policy with no budget, no agenda item and no executive owner
- Leadership involvement limited to the certification audit
What to do about clause 5.1 before the revision
Put records on the executive agenda once before the next audit and record the decision. Give the system a named executive sponsor. Fund one gap from the risk register.
