Clause 4.4: Management system for records
The organization has to establish, implement, maintain and continually improve the records system, including the processes it needs and how those processes interact.
What clause 4.4 asks
The organization has to establish, implement, maintain and continually improve the records system, including the processes it needs and how those processes interact. This is the clause that turns the earlier analysis into an operating system: a defined set of processes with owners, inputs, outputs, sequence and interaction. It is also the anchor for integration, because the records processes have to work with the organization's other management systems rather than beside them.
This is where the system becomes an operating set of processes with owners, inputs, outputs and interactions. It is also the integration clause: the records processes have to work with the organization's other management systems.
Reading it in practice
The clause is easy to satisfy on paper and hard to satisfy in practice. The test is whether the processes have owners and whether their interactions are known. When a record moves from a business application to a repository, from a repository to an archive or from one entity to another, the system has to say who is responsible at the handover. That is what process interaction means here.
The third edition is at stage 50.00 and its clause text is not public. No public statement about this clause. The 2019 edition introduced it to require an actual system, not a set of documents, and the third edition is expected to keep the harmonized structure.
Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.
Evidence for clause 4.4
Look for a process map or inventory with owners and interactions, and for evidence that it is reviewed. A manual that lists procedures but not processes will not answer the question.
- Management system Process map or process inventory for the records system with owners and interactions
- Management system Management system manual or equivalent describing the processes and their sequence
- Management system Record of the annual review of the system and its process interactions
Where clause 4.4 commonly fails
- A folder of procedures with no process owner
- A system described as a set of documents rather than a set of operating processes
What to do about clause 4.4 before the revision
List the records processes, give each an owner and name its inputs and outputs. Mark where it depends on another management system. Review the map at the next management meeting.
