Clause 9.1: Monitoring, measurement, analysis and evaluation
The organization has to decide what to monitor and measure, the methods it will use to keep the results valid, when monitoring happens and when the results are analysed and evaluated.
What clause 9.1 asks
The organization has to decide what to monitor and measure, the methods it will use to keep the results valid, when monitoring happens and when the results are analysed and evaluated. It has to keep documented information of the results, judge how well the records processes and systems perform, and decide whether the system as a whole is working. Good measures look at capture rate, completeness, retrieval success, access exceptions, disposition timeliness and the quality of the metadata, not only at the number of documents stored.

Reading it in practice
A monitoring plan that measures only volume will not show whether the system works. Add completeness against the 8.2 analysis, retrieval success, access exceptions, metadata quality and disposition timeliness. Each measure needs a method, a frequency and an owner, and the result needs a decision attached to it.
The third edition is at stage 50.00 and its clause text is not public. No public draft wording. The 2019 text is more explicit than 2011 about what to determine: what is monitored, the method, when, and when results are analysed.
Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.
Evidence for clause 9.1
Expect a monitoring plan with method and frequency, results with analysis, and an evaluation of records process performance and system effectiveness.
- Monitoring Monitoring plan naming each measure, method, frequency and owner
- Monitoring Results dashboard or report with the analysis and the decision it supported
- Monitoring Evaluation of records process performance and system effectiveness
Where clause 9.1 commonly fails
- Counts of documents with no judgement about whether they are the right ones
- Monitoring data collected but never analysed or acted on
What to do about clause 9.1 before the revision
Choose four measures with a method and an owner. Report the first result with a decision attached. Drop any measure that cannot change a decision.
