Clause 8.3: Designing and implementing records processes, controls and systems

Requirement todayISO 30301:2019ClauseDraft treatment not public

The organization has to design and implement its records processes, controls and systems in line with the records requirements from 4.1.2 and with Annex A.

What clause 8.3 asks

The organization has to design and implement its records processes, controls and systems in line with the records requirements from 4.1.2 and with Annex A. This is the clause that connects the management system to the operational detail: the processes in A.1, the controls in A.2 and the systems in A.3 are the design vocabulary. Design has to be deliberate, recorded and tested against the requirements, not inherited from whatever the current software happens to do.

Design has to be deliberate, recorded and tested against the requirements. The processes in A.1, the controls in A.2 and the systems in A.3 are the design vocabulary, not a software shopping list.

Reading it in practice

Design evidence is a trace, not a manual. For each requirement, show the process, the control and the system feature that carries it, then show the test that proves the feature works. A gap analysis against Annex A is the fastest way to find the requirements that have no design answer yet.

In the public record

The third edition is at stage 50.00 and its clause text is not public. No public draft wording. The 2019 edition rewrote this clause to point at Annex A, and the third edition is expected to keep that relationship because the annex is normative.

Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.

Evidence for clause 8.3

Expect a design specification that traces each requirement to a process, control or system feature, configuration evidence, test results and a gap analysis against Annex A.

  • Design Design specification tracing each requirement to a process, control or system feature
  • Design Configuration evidence and test results for the records system
  • Design Gap analysis between the design and Annex A with a remediation plan

Where clause 8.3 commonly fails

  • A system bought and configured without a requirements trace
  • Annex A quoted in a manual but not reflected in the system

What to do about clause 8.3 before the revision

Write the trace for the ten highest-risk requirements. Test one control in the live system. Record the gap and the remediation owner. Do not buy a tool to close a design gap.
