Clause 8.1: Operational planning and control
The organization has to plan, implement and control the records processes needed to meet the requirements and to carry out the actions decided under 6.1.
What clause 8.1 asks
The organization has to plan, implement and control the records processes needed to meet the requirements and to carry out the actions decided under 6.1. Planning means setting the criteria for each process, deciding what resources it needs and how it will be controlled, and then keeping it under control in practice. Where a process is outsourced or run on a shared system, the organization still has to control it, because accountability for the record does not move with the supplier.
Planning sets the criteria for each records process, the resources it needs and how it is controlled. Control has to survive outsourcing and shared systems, because accountability for the record does not move with the supplier.
Reading it in practice
Control criteria are the missing link in many records systems. The process is described, but no one can say what a good output looks like or how the process is monitored. Write the criterion, then find the report that shows it. If there is no report, the control is a hope.
The third edition is at stage 50.00 and its clause text is not public. No public draft wording. The 2019 text keeps the harmonized operational planning clause and connects it to the records processes and to the actions from 6.1.
Status: not shown in the public record. The 2019 requirement above is the one a certificate is issued against. No draft requirement is asserted.
Evidence for clause 8.1
Expect process descriptions with criteria and owners, contracts with records requirements and audit rights, and operating reports that show the criteria were met.
- Operational control Process descriptions with control criteria, resources and responsible roles
- Operational control Contracts and control evidence for outsourced capture, storage or digitization
- Operational control Operating reports showing the process stayed within its criteria
Where clause 8.1 commonly fails
- A supplier contract with no records requirements or audit right
- Process control described in a procedure but not configured in the system
What to do about clause 8.1 before the revision
Take the three most exposed processes and write their criteria, owner and control method. Add records requirements and an audit right to the next supplier contract. Check one operating report.
